The Labor government has submitted the National Broadband Network Companies Bill 2010 and the Telecommunications Legislation Amendment (National Broadband Network - Access Arrangements) Bill 2010 to the lower house. If approved the two bills will establish the regulatory framework that government run NBN Co Ltd will operate in, particularly the NBNs function as a wholesale, all access program.
