High council levies and reams of bureaucratic red tape have crippled housing development in Sydney, an urban planning expert says. A report prepared by BIS Shrapnel for Urban Taskforce predicts Melbourne will grow larger than Sydney because it is building new homes at twice the rate. Aged Care Minister Sam Rae has told ABC radio the Aged Care Rules have been in place for “a significant amount of time” and the Government has been listening to and supporting to the sector, “so, there really isn’t an excuse from any provider to not be prepared for 1 November”.
