NSW Govt backs Vivacity’s plan to redevelop Central Coast caravan park

The NSW Government has approved the rezoning of Vivacity Property’s Oasis Caravan Park in Kanwai, a suburb just west of Tuggerah Lake on the Central Coast, as part of its 2023 Rezoning Pathways Program.

The 5.3-hectare site, selected for accelerated assessment due to its size, location, and potential to meet housing targets in a key urban corridor, was officially rezoned on 11 July 2025.

Currently, the site has 145 approved sites – 100 for long-term residents and 45 for short-term – with no designated tourist lots. It is one of the last remaining large-scale redevelopment opportunities in the region, sitting just 150 metres from the intersection of the Pacific Highway and Sparks Road.

Under the new planning controls, height limits have increased from 12 metres to between 18 and 42 metres, while the floor space ratio has nearly tripled from 0.5:1 to 1.35:1.

Vivacity Property, the developer and operator behind Natrium Coral Cove in Innes Park (Bundaberg), Tallowood Medowie in Port Stephens, and Stratford Gardens in Tahmoor (Macarthur region), has previously flagged plans for a $230 million redevelopment of the site. The proposal includes 675 apartments, with 102 apartments designated for affordable rental housing and 200 apartments for independent seniors living.
