Surf Coast Shire approves Summerset Villages’ new plans for retirement village days before VCAT hearing

The New Zealand operator's amended plan for a retirement village of 191 independent living units (a reduction of five independent living units) in the seaside resort of Torquay, 97km southwest of Melbourne's CBD, has been approved by the council on Tuesday, 16 April. 

It will comprise of 117 independent living units (104 single storey semi-detached and 13 double storey attached units) and three apartment buildings including 16 one-bedroom apartments and 58 two-bedroom apartments. 

The Council approved the development application for the village on 22 August 2023 and an appeal was lodged by objectors to review the decision at the Victorian Civil and Administrative Tribunal (VCAT). A hearing is scheduled on Monday 29 April 2024 for 5 days.  

Council then voted not to approve a road discontinuance which Summerset Group relied on to facilitate part of the proposed development. 

The revised Brophy Drive West plan for the 8.51ha of lad was submitted last month, which changed the layout of the development and a slight reduction in units. The remainder of land in the development plan will continue to provide for a conventional residential subdivision. 

The first residents have moved into Summerset's first continuum of care village at Cranbourne North, 39km southeast of Melbourne’s CBD, and the operator has five land holdings in Victoria.
