The contentious issue of villages having to pay local council rates while not receiving the standard council services is starting to break down in Victoria. Residents pay for the maintenance of roads, footpaths and streetscapes. Now five councils have discounted rates to compensate they are Brimbank, Frankston, Knox, Seaford, Manningham councils. Latrobe City Council is now reviewing its policy following a submission by Dalkeith Heights Retirement Village.
