The Royal Commission into Aged Care Quality and Safety is resuming on Monday for seven days of formal hearings into the funding, financing and prudential regulation of aged care – and the witness list is impressive.
Former Labor Prime Minister Paul Keating is up first on Monday along with former Liberal Treasurer Peter Costello, AC, on Wednesday, to speak about long-term financing reforms that could support Australia’s ageing population.
Former Secretary of the Treasury, Dr Ken Henry, AC, will also give evidence about the options for reforming the aged care sector and how these intersect with opportunities to support long-term financing.
Other witnesses include:
Ian Yates AM of COTA Australia, Paul Versteege of the Combined Pensioners and Superannuants Association NSW and Professor John McCallum of National Seniors Australia, who will give evidence about the consumer’s role in reform of aged care funding and financing – including personal contributions.
Professor Naoki Ikegami from Japan and Associate Professor Pieter Bakx from the Netherlands – who will discuss lessons that Australia might learn from international experience to support the financing of its long-term care i.e. social insurance models.
Professor Mike Woods – the Lead Commissioner in the Productivity Commission’ s 2011 inquiry, Caring for Older Australians;
Mike Callaghan AM PSM – the Chair of the Aged Care Financing Authority (ACFA) and chair of the recent Retirement Incomes Review;
Professor Kathy Eagar – the Director of the Australian Health Services Research Institute (AHSRI) at the University of Wollongong who wrote the Royal Commission’s research paper on staffing levels which argued for minimum levels to be set, will give evidence about how to structure funding arrangements for the aged care system, and the interaction between funding arrangements and the operation of the aged care system more broadly.
James Downie – the CEO of the Independent Hospital Pricing Authority, who will explain aspects of hospital funding that could be applied to aged care.
Grant Corderoy – Senior Partner at StewartBrown
Jason Ward – Principal Analyst at the Centre for International Corporate Tax Accountability and Research (CICTAR), an Adjunct Senior Researcher at the University of Tasmania (Institute for the Study of Social Change) who has completed a number of reports for the Australian Midwifery and Nursing Federation (ANMF) on providers’ tax practices.
