$32.5M aged care home in Sydney’s Northern Beaches approved after developer takes Council to Land and Environment Court

Plans for a 105-bed aged care home in Belrose, 20km north of Sydney’s CBD, have been given the green light three years after they were first lodged following a Land and Environment Court ruling in favour of the mystery developer.

Chriroseph Pty Ltd had its original development application for the facility – called Belrose Manor –rejected by the Sydney North Planning Panel and the Northern Beaches Council in 2018, on the grounds of “overdevelopment” and height concerns.

Planning panel documents had conceded the development had “merit”, but didn’t have required bushfire documentation, and there were further community concerns regarding noise, privacy, building bulk, lighting, the loss of vegetation and traffic.

But the Land and Environment Court has granted an exemption, with online documents showing Commissioner Tim Horton was satisfied development standards are being complied with.

 “I am satisfied that the proposed development is consistent with the desired future character of the locality,” he added.

The project will involve knocking down the 2.12ha site’s existing house and shed, removing 45 trees and constructing a three-storey building.
