BaptistCare forced to reduce its Macquarie Park Sydney Concept Masterplan yet cost rises from $1.9bn to $2.5 bn

The concept masterplan for the Not For Profit's renewal of its site in Macquarie Park,13km northwest of Sydney's CBD, has been resubmitted and was put out to public exhibition.

It was in July 2022 that BaptistCare NSW & ACT revealed its $1.9 billion masterplan to transform Sydney's Macquarie Park Village into a mixed-use site including a vertical retirement village. The site houses three aged care homes - Dorothy Henderson Lodge, Cooinda Court and the Shalom Centre - and one retirement village, Willandra, which has closed.

Gregory Bain, BaptistCare NSW & ACT Development Manager, submitted an amended development application in April. It proposals included:

  • The removal of the proposed school;
  • Changes to all building forms, heights and gross floor area;
  • Reconfiguration of open areas providing larger play areas, pocket parks, and plazas for residents, visitors and staff. 
Existing situation

In May, the NSW Department of Planning, Housing and Infrastructure approved the amendments but stated they were not minor changes and would need to be publicly exhibited. Public exhibition closed on 1 July. 

The original description for the proposal was: Concept proposal for the redevelopment of the BaptistCare site as a mixed-use development, including seniors housing, student accommodation, build to rent and build to sell residential flat buildings, a school, retail and community land uses.

The proposal now states: Concept plan for a mixed-use precinct comprising six development lots: and proposes:

  • 12 towers ranging from 13 to 25 storeys in height;
  • Seniors housing including 432 Independent Living Units and 214 Residential Care Facility beds
  • 911 residential dwellings;
  • 197 affordable housing units;
  • 317 co-living rooms;
  • commercial premises; 
  • a centre-based childcare facility;
  • a health services facility
  • parks, roads and pedestrian connections

The cost is now $2.5 billion. In July 2022, it was $1.9 billion.
