Opal HealthCare, the nation's leading residential aged care operator, cited "differences in how the development could come to life".
Under the proposal, the 156 units would be split between 20 larger “grand suites” (44-52sqm) and 136 “deluxe units” (24-30sqm).
The DA covers the demolition, site works, and the construction of 231 independent living units, a 105-bed residential care facility, and the reuse of heritage buildings.
