Call to retirement living operators: designated seniors housing land next to Western Sydney hospital

With more than 104,000 over-50s already in the local catchment, Arrow Advisory Group has opened Expressions of Interest (EOI) for the Blacktown Integrated Seniors Living & Healthcare Precinct a 2,791m² flagship site directly adjacent to Blacktown Hospital in Sydney’s west.

“Positioned beside Blacktown Hospital, the precinct combines independent living, residential aged care, allied health suites, key worker housing and convenience retail within a master-planned healthcare ecosystem,” said Arrow Advisory Group Managing Director & CEO Shalain Singh.

The site sits within the Blacktown Health & Education Precinct (BHEP), adjacent to existing public and proposed private hospitals, pathology and research facilities, embedding seniors housing in a established health hub.

The catchment shows strong population growth, low vacancy and a sizeable local workforce. Proponents can participate via three pathways: acquire the site as-is, purchase with SSDA consent in place, or deliver under a turnkey arrangement.

There are two scheme options to consider.

Option 1 – Dual slender towers over a shared podium:

  • Ground/Level 1: supermarket, allied health and retail (around 4,967m² of gross building area) with separate retail/medical entries.
  • Level 2: key worker/student apartments (about 2,103m² GBA) plus medical suites.
  • Above podium: 8-level ILU tower (around 680m² GBA/floor) and 6-level RAC tower (about 636m² GBA/floor), linked at podium but with separate vertical circulation for operational flexibility.
  • Potential rooftop recreation (STCA).

Option 2 – Single stacked tower over the same podium:

  • Ground/Level 1: supermarket, retail, medical (around 4,967m² GBA).
  • Level 2: key worker/student accommodation.
  • Levels 3-6: RAC across four expansive floors (about 1,509m² GBA/floor).
  • Levels 7-10: ILUs across four floors (around 1,377m² GBA/floor).
  • Larger plates enable efficient horizontal circulation and shared-services synergies while keeping public and private zones distinct.

EOIs are invited from qualified operators, developers and institutional investors. Submissions close 4pm AEDT, Friday 18 November 2025.
