High council levies and reams of bureaucratic red tape have crippled housing development in Sydney, an urban planning expert says. A report prepared by BIS Shrapnel for Urban Taskforce predicts Melbourne will grow larger than Sydney because it is building new homes at twice the rate. Urban Taskforce chief executive Aaron Gadiel says NSW government policies have hampered land release and sparked massive increases in development levies.
