"We have gone from 725 (daily) cases to now down into the 30s. That is a mighty effort," Mr Andrews said.

Regional VIC on the cusp of reopening

Victorian Chief Health Officer Brett Sutton also appeared at the briefing, saying regional Victoria was likely to reach the threshold to be released from stay-at-home restrictions by Tuesday.

To do this, the average number of new cases has to stay below five with no cases linked to unknown sources. The 14-day daily average is currently 3.9.

“They need that 14-day period with no cases of unknown acquisition, no mystery cases,” Professor Sutton said on Monday.

“At the moment that 14-day period includes three mystery cases, but they will drop off as that 14- day period moves into tomorrow.”
