Victoria bans new embedded networks in apartment buildings – licencing scheme on the way for existing networks, including RVs

Victoria has banned new embedded power networks in residential apartments, and is set to introduce a licencing scheme for existing embedded networks including in retirement villages.

Embedded networks, which are installed by the developer and leave residents with no choice of electricity provider, will be banned in new Victorian apartment buildings, with existing embedded networks to be subject to reforms; limited exemptions will apply to buildings using 100% renewable energy to the benefit of residents.

State Energy Minister Lily D’Ambrosio (pictured) told The SOURCE that the second phase of the embedded networks plan will involve consultation with industry and consumer groups to work out the details of the licencing scheme.

“Under our two-phase plan, Victoria will introduce a licencing framework for existing embedded networks, delivering enhanced consumer protections and retail market access to customers in all types of residential embedded networks, including retirement villages, residential parks and social housing.

“We have already implemented significant reforms to protect customers in embedded networks, including capping prices at the level of the Victorian Default Offer to ensure that residents in retirement villages get a fair deal,” she said.

Victoria capped the price that residents on embedded networks can be charged in 2020.
