The amount of GST payable by a retirement village developer would increase dramatically during construction because fewer GST credits would be available-down to as low as 50%; the regulations would also decrease profitability of the overall development by applying GST to loans and also increasing the amount payable at sale.

If the regulations go through, the ruling could affect transactions from as far back as four years ago.
