Key points

RFBI plans major Sydney village redevelopment

  • $77m proposal: RFBI lodges plans for major Concord redevelopment
  • Mixed-use model: New village to include ILUs, aged care and community spaces
  • Capacity shift: 72 retirement units and 30 care beds proposed
  • Growth strategy: RFBI took full ownership in 2024

The Not For Profit took complete ownership of the aged care home on 31 July 2024.

RFBI Concord Community Village had been jointly owned by RFBI and the Concord Senior Citizens Welfare Association since 1998.

Now RFBI has lodged a State Significant Development Application (SSDA) to redevelop the village in Concord, 1okm west of Sydney's CBD.

The aged care home accommodates 62 residents in 40-bed residential care beds and, in addition, a 22-bed residential care secure dementia unit.

The SSDA states RFBI plans to demolish the home and construct an eight-storey building over two basement levels with 124 car parking spaces, comprising 72 Independent Living Retirement Units, a 30-bed residential care facility, and ancillary ground floor uses, a through-site pedestrian link and retention of heritage significant trees.

Architect Jackson Teece has supplied preliminary architectural plans for the proposed redevelopment which has been designed in eight blocks.

Two 14-storey affordable housing towers have also been proposed adjacent to the village (see main image).

Willowtree Planning, acting on behalf of RFBI in the planning process, states the estimated development cost is approximately $77,350,521 (excluding GST).

RFBI owns and operates 22 residential aged care homes, 20 retirement villages and delivers home care services across NSW and ACT.
