TLC Healthcare bets big on another aged care mega-precinct

The diversified aged care operator has unveiled an impressive plan for the dilapidated Rosebud Public Hospital in Capel Sound, on Victoria’s Mornington Peninsula.

TLC Healthcare CEO Lou Pascuzzi said he would “relish the chance” to reinvigorate Rosebud Public Hospital through a Public/Private Partnership with the Victorian Government.

Now he is proposing a $250 million Integrated Healthcare Precinct for the Rosebud Public Hospital site. Concept drawings and plans, plus full statistical analysis, have been put to the Victorian Government today (Wednesday 13 May).

The proposal includes:

• a rebuild of Bayside Health Public Hospital with an Urgent Care Centre (Emergency Department), 37-bed medical/surgical Inpatient Unit (IPU), 30-bed sub-acute IPU, 2 Surgical Theatres, 14 dialysis chairs, and 9 day-medical chairs;
• TLC Private Day Surgery with three Theatres and 10 Overnight Beds, 15 Surgeon Consult Suites, two Treatment Rooms, and on-site Radiology and Pathology;
• Studio Apartment Accommodation, including 15 spacious Studio Apartments for key and visiting staff accommodation;
• A 180-bed Residential Aged Care facility;
• A TLC Healthcare signature Jellyfish© Intergenerational Hub;
• Primary Care & Allied Health with Medical Centre with six GP Suites, three Allied Health Consult Rooms and two Treatment Rooms, and one dedicated Chronic Disease Management (CDM) Room;
• TLC Early Learning Centre (childcare): 145 places;
• TLC Learning Academy (RTO): Two Training Labs accommodating 25 students and four staff;
• Health Club & Aquatic Centre: 2,000-member capacity featuring advanced rehabilitation and allied health services; and
• Social Hub: A Bar and Café with a 170-person indoor capacity and a 200-person outdoor atrium.

Lou indicated the operator is “very interested” in coming to an “amicable agreement” with the Victorian Government to deliver the project.

“The Australian healthcare system finds itself in a constant state of desperate survival, as policy over many decades has been driven by the ‘next election cycle’ rather than patient needs,” Lou said.

“We have completed the research, we know the definitive lack of services in this 25-kilometre radial catchment, and we have designed a precinct that addresses these exact needs in a sustainable manner.

“This is about delivering a holistic, world-class healthcare ecosystem that prioritises the dignity, health, and social well-being of the Mornington Peninsula community.” 

Australia’s largest aged care home to get underway

TLC Healthcare is also set to turn the first sod on its $170 million Colosseum-style precinct in Hallam, 45km southeast of Melbourne, in June, with construction set to begin in July.

The Hallam Integrated Care Precinct will include Australia’s largest aged care facility at 270 beds, plus a day surgery, medical centre, early learning centre and aquatic entre.

TLC Healthcare currently operates 12 precincts, with significant service-offering upgrades underway across its portfolio.

The proposed Rosebud development mirrors the scale and innovation of TLC’s current greenfield projects, including major developments in Black Rock, Ivanhoe, and Noble Park.
