Pariter’s Central Coast retirement village reaches crucial stage

Four years after plans were first unveiled, the future of Pariter’s retirement village at Mingara Recreation Club on the NSW Central Coast has finally been decided.
The NSW Independent Planning Commission has approved the seniors housing development at Tumbi Umbi, clearing the way for the project to proceed.
Specialist retirement living developer and operator, Pariter, will deliver the project in partnership with local registered clubs operator, Mingara Leisure Group.
A State Significant Development application was first lodged in November 2024, but when the application received 54 submissions, the project was referred to the NSW Independent Planning Commission in May 2026.
Following a series of consultations, including a panel visit to the site and a public meeting, approval was granted on 15 July.
The Commission found the application was in the public interest and would increase housing diversity on the Central Coast, particularly for older residents.
“There was a very thorough, robust planning assessment process, but ultimately a fantastic outcome for the Club, the local area, and the whole Central Coast,” Simon Adams, General Manager Development at Pariter, told The Weekly SOURCE.
Construction is expected to start late next year, with completion to be advised. The project will be delivered in stages, Simon added.

The project
The development will consists of 13 two-storey buildings and four six-seven-storey buildings, providing 215 independent living units and 39 residential aged care beds.
The 30,000 sqm site also includes Mingara Recreation Club, a five-storey hotel, Mingara Regional Athletics Centre, and a childcare centre (approved in July 2025), adding complexity to the project.
New amenities will include a café, cinema, consulting rooms, and access to Mingara Recreation Club.

The partnership
Pariter, a long-term investor specialising in the development and operation of community infrastructure, announced a partnership with Mingara Leisure Group to co-develop the new retirement living precinct in May 2023.
The site, 90km north of Sydney, is owned by Mingara and the development will be fully integrated with the existing Mingara Recreation Club.
Under the joint venture partnership, Pariter will act as developer and operator, managing the day-to-day development, delivery and future operations.
Mingara Leisure Group is the landowner and active project partner.
The partners will form a joint steering committee to guide major decisions.
Community commitment
Mingara CEO Grant Gladman said they have been working with Pariter on the project for four years and the project reflects Mingara’s long-standing commitment to the local community.
“Mingara has always been a place where people come together – to stay active, to connect and to relax. This new community gives people the opportunity to continue that connection, close to what matters most to them,” Grant said.
Growing portfolio
Mingara is Pariter’s third retirement village development. The group also operates:
- Cumberland Country Golf Club in Greystanes, 25km west of Sydney’s CBD;
- Watermark Residences at Chatswood Golf Club, 10km north of Sydney’s CBD;
In addition, Pariter has plans for a retirement community at The University of Canberra’s Bruce campus in the ACT.
