Independent Planning Commission to rule on $188M seniors housing plan
Mingara proposal heads to public hearing

A NSW Central Coast club and retirement village operator are one step closer to delivering a major seniors housing development.
Submissions and a public meeting will be held over the amended senior housing proposal by Pariter and Mingara Leisure Group adjacent to the Mingara Recreation Club in Tumbi Umbi on the NSW Central Coast.
The $188 million proposed State Significant Development includes:
- 215 two- and three-bedroom independent living units, and a 39-bed residential care facility;
- Across 13 villa buildings, three multi-storey buildings and one mixed-use building.

Pariter, a long-term investor specialising in the development and operation of community infrastructure, announced a partnership with Mingara Leisure Group to co-develop a new retirement living precinct adjacent to the Mingara Recreation Club in May 2023.
The Department of Planning, Housing and Infrastructure has completed its whole-of-government assessment and has referred the application to the NSW Independent Planning Commission for determination.
Key issues identified in the Department’s assessment include potential impacts on the adjoining athletics track, traffic and parking impacts, internal and external public amenity, and height, bulk and scale.
The Commission is the consent authority as delegate of the Minister for Planning and Public Spaces.
The Commission is inviting the public to make written submissions via the Make a Submission portal on the Commission’s website. Written submissions will be accepted until 11.59pm on Sunday 28 June 2026.
Community members are also invited to make a verbal submission at a public meeting on the Mingara Recreation Club Seniors Housing to be held at the Tumbi Community Hall on Monday 22 June 2026, commencing at 1pm (AEST).
Speakers at the public meeting must pre-register on the Commission’s website using the Speaker Registration Form. The deadline for speaker registrations is 12pm AEST on Friday 12 June 2026.
