Nearly seven years after the NSW Government rejected plans to complete Living Choice Glenhaven, the retirement village operator is back with a fresh bid to finish the project.

The 2019 rejection came despite a 150-strong waitlist for the 245-unit Living Choice Glenhaven retirement village, 32km northwest of Sydney’s CBD.

Now Living Choice Australia has lodged a development application to add 50 seniors housing dwellings, and two rural lots of approximately two hectares in size along the periphery of the seniors housing development, on a total of 9.6 hectares of land to complete the site.

Hills Shire Council received a Gateway Determination for the planning proposal on 25 July 2025. Delegation for making the Local Environmental Plan has been issued to Council under the Gateway Determination.

Living Choice Australia has also entered into a draft agreement with the Hills Shire Council, which would deliver $450,000 in infrastructure contributions through a $9,000 payment for each seniors dwelling.

Living Choice Australia’s architectural practice manager, Jason Braun, said the necessary infrastructure would be voluntarily provided.

“Living Choice’s proposed expansion of the retirement living community at Glenhaven is intended to build on the existing village and deliver additional homes, expanded community facilities and greater amenity for current and future residents,” he said.

“A key benefit of the proposal is that it extends an established community in a location already co-located with an aged care provider, supporting greater continuity of care and lifestyle choice for older Australians.

“The project team is working collaboratively with council through the formal planning process to ensure that the proposal is aligned with the relevant requirements for the site and meets the needs of the broader community.”

Living Choice Glenhaven was originally approved in 2002 and built in 2004. As a result of the refusal in 2019, the northern boundary of the village was left incomplete, with internal roads ending abruptly at timber fencing and limited landscaping separating the site from neighbouring rural properties.

The proposal is currently on public exhibition until Tuesday, 23 June 2026.
